Technical qualifications for building and construction licences

Responsibility for setting the technical qualification requirements under the Plumbing and Drainage Act 2018 and the Building Act 1975 transferred from the Queensland Building and Construction Commission (QBCC) on 1 July 2024. This change is a result of the implementation of recommendation 1 from the 2022 QBCC Governance Review Report, which aimed to refocus the QBCC's regulatory role to licensing and compliance of the industry. Importantly, no technical qualifications have changed as a result of this transfer.

QBCC will:

  • no longer set the technical qualification requirements for any building and construction industry licences
  • continue to administer the licensing process and ensure compliance with the technical qualification requirements set by the Department of Housing, Local Government, Planning and Public Works.

The current required qualifications and experience for all building and construction licences will continue to apply without any changes. Any changes to these requirements will be communicated ahead of time.

The Department of Housing, Local Government, Planning and Public Works is responsible for setting the technical qualification requirements for the following:

  • plumbing and drainage licences and endorsements under the Plumbing and Drainage Act 2018
  • pool safety inspector licences under the Building Act 1975
  • all QBCC licences under the Queensland Building and Construction Commission Act 1991.

The department has had responsibility for setting the technical qualification requirements for the Queensland Building and Construction Commission Act 1991 since 1 April 2016. This responsibility remains unchanged.
