Water measurement device inspection – for duly qualified persons

Inspections are arranged by entitlement holders as part of their measurement obligations.

Inspections are completed by a Duly Qualified Person (DQP) at:

  • initial certification when a measurement device is first installed
  • certification every 5 years from the initial certification date
  • or
  • when a faulty device is repaired or replaced.

Certification confirms that a device meets the Queensland non-urban water measurement standards.

Remember, as a DQP you cannot certify your own meter or measurement device.

Your responsibilities

As a DQP, you are responsible for:

  • completing an inspection form to record details of the inspection
  • certifying that the measurement device meets the relevant standard
  • submitting the inspection form and supporting documentation to the department
  • providing a copy of the certificate or notice to the device owner.

You must submit the completed inspection form to the department and provide a copy to the device owner within 10 business days of inspection. Failure to do so is an offence under the Water Regulation.

When a device meets the standards, you’ll give the device owner a copy of the completed inspection form. This form becomes the compliance certificate.

When a device does not meet the standards, you need to provide the device owner with a copy of the completed inspection form.

This form becomes the notice that outlines:

  • why the device did not meet the standard
  • any repair, replacement or modifications needed for the device to meet the standard.
